Ore & Grain: The City Rush

A deep dive into the classic ore-grain city strategy — when to use it, how to open, and how to close out games.

Strategy Overview

The Ore & Grain city rush is one of the most powerful strategies in Catan-style games. Instead of expanding wide with settlements and roads, you focus on upgrading your initial settlements into cities as quickly as possible.

Cities double your resource production on adjacent hexes and are worth 2 VP each. A player who gets two early cities has a massive economic engine that's hard to stop.

When to Use This Strategy

The city rush works best when:

  • You have strong ore and grain numbers in your starting positions (6, 8, 5, 9)
  • Brick and lumber spots are contested by other players
  • You can secure a 2:1 ore or grain port
  • The board has clustered ore/grain hexes you can dominate
Key insight: You only need 2 Grain + 3 Ore to build a city. With good numbers, you can upgrade within 3-4 turns after setup.

Opening Placement

First Settlement

Prioritize an intersection that touches at least one strong ore hex and one strong grain hex. Ideally, your third resource should be wool (for development cards later) or a port.

Second Settlement

Double down on ore/grain, or pick up the wool you're missing. Don't worry about brick and lumber — you won't need them until mid-game, and you can trade for them.

Mid-Game Execution

Your first priority is upgrading both settlements to cities. After that, buy development cards aggressively. Knights protect you from the robber and work toward Largest Army (2 VP).

Once you have 2 cities producing, your economy is self-sustaining. Use bank trades or port trades to fill gaps in your resource needs.

Closing Out the Game

A typical city rush victory looks like:

  • 2 cities = 4 VP
  • 1 settlement = 1 VP
  • Largest Army = 2 VP
  • 2-3 VP from development cards = 2-3 VP
  • Total: 9-10 VP
Watch out: The main counter to city rush is aggressive robber placement on your ore or grain hexes. Try to have knight cards ready to defend.
